PSD Integrability and Fubini Symmetrization for Coulomb #

Inner and outer integrability of the PSD integrand, and the Fubini symmetrization needed for the H-theorem entropy dissipation identity. Depends on continuity and pointwise bounds from CoulombPSDHelpers.
